This report describes the development, operations, and achievements of Bellevue's (Washington) Domestic Violence Program (DVP).
Abstract
The DVP focuses on misdemeanor domestic assault cases, excluding felonies so as to make the number of cases manageable. The DVP, basically a diversion program for domestic batterers offering the option of avoiding prosecution by meeting court-approved conditions that include treatment, also coordinates community services for victims. The DVP coordinates the functions of police, prosecutors, judges, probation officers, and private treatment services to benefit both victims and batterers. The key to the program's success has been immediate action by appropriate community agencies when reports of domestic assault are received. An evaluation of the program's operations in 1983 and 1984 indicates an improved police recognition and documentation of domestic violence. Police reports are more numerous, objective, attentive to the violence involved, and include reference to prior incidents. Overall, the program has increased services for victims and batterers and facilitated prompt judicial intervention. Each participating agency's procedures, experiences, and costs are detailed in this report. Appendixes contain program forms, Washington State's 1983 Domestic Violence Law, a glossary, and a list of participating agencies.
