Individuals representing the police department, other city departments, and community groups in Hayward, California collectively developed this plan to implement community policing and problem solving in their city.
Abstract
An outgrowth of the city's strategic plan, this document recognizes the police department's responsibility to address community concerns over crime and to provide safe, secure neighborhoods. The six major goals and objectives outlined in this plan relate to values, leadership, problem solving, partnership, organizational structure, and process management. Although this plan provides an implementation process that will occur over 5 years beginning in 1991, most visible changes will be initiated during the first transitional year. During this period, the patrol division will be reorganized into three area commands; each command lieutenant will be responsible for addressing specific neighborhood issues. The area commands will be supported by the investigation and administration division. Beat officers will work in the same areas for long periods of time in order to forge close bonds with the citizens living there. Employees and community members will receive training in community policing and problem solving strategies.
