COMPARATIVE ANALYSIS OF THE COSTS OF TRADITIONAL INSTITUTIONAL INCARCERATION AND COMMUNITY-BASED CORRECTIONS IN THE DISTRICT OF COLUMBIA, WITH SPECIAL EMPHASIS ON TRAINING PROGRAMS PROVIDED FOR WOMEN.
Abstract
COST INFORMATION IS GIVEN ON INCARCERATION, HALFWAY HOUSES, VOCATIONAL TRAINING, AND EDUCATION. HIGHLIGHTED IS THE PROBLEM OF FINDING ALTERNATE DEPENDENT CHILD CARE, AND THE ADDITIONAL COSTS THIS ENTAILS. IN ADDITION, ESTIMATES ARE DEVELOPED TO COMPARE THE AGGREGATE COST OF VARIOUS CORRECTIONAL ALTERNATIVES FOR INCARCERATED WOMEN, INCLUDING AN EXPANSION OF COMMUNITY-BASED CORRECTIONS FOR WOMEN AND PRE-SENTENCE SCREENING. IT IS CONCLUDED THAT VOCATIONAL TRAINING AND EDUCATION, COMBINED WITH GUARANTEED PLACEMENT, IS ONE POSSIBLY EFFECTIVE MEANS OF FREEING WOMEN FROM THE CRIMINAL JUSTICE SYSTEM AND ECONOMIC DEPENDENCY. SINCE IT WAS FOUND THAT INSTITUTIONAL INCARCERATION WAS UNABLE TO PROVIDE JOB TRAINING OR VOCATIONAL COUNSELING AS EFFECTIVELY AS PROGRAMS AVAILABLE IN THE COMMUNITY, IT IS SUGGESTED THAT HALFWAY HOUSES OFFER THE OPPORTUNITY TO MEET A PERSONAL NEED OF WOMEN OFFENDERS (FINANCIAL INDEPENDENCE) WITH A TESTED SOLUTION (ADEQUATE TRAINING AND GUARANTEED PLACEMENT) AT A LOWER SOCIAL COST. THE APPENDIX CONTAINS TABULAR CORRECTIONAL DATA ON FEMALE OFFENDERS IN THE DISTRICT OF COLUMBIA. A BIBLIOGRAPHY IS INCLUDED.
