The papers in this volume present ideas on community response to a terrorist incident.
Abstract
These papers were presented during a Public Entity Risk Institute (PERI) Internet symposium in November 2001. PERI's mission is the practical enhancement of risk management. It facilitates development and delivery of education and training on all aspects of risk management; is a resource center and clearinghouse for information on risk management, environmental liability management, and disaster management and operates a grant and research program in those areas. These Issues and Ideas Papers were presented during one of PERI's "virtual" Symposium Programs, programs that are conducted entirely via the Internet. Participation in the programs is free and open to anyone interested in the subject. This document contains an overview of community response to the threat of terrorism and six papers commissioned for the symposium: (1) The Incident Command System and the Concept of Unified Command at a Terrorist Incident; (2) Public Works and Terrorism; (3) Chemical and Biological Terrorism (including data on specific agents and delivery systems); (4) Fire Departments, Emergency Medical Services, and Emergency Management Agencies; (5) Emergency Medical Response to Terrorist Incidents and Hoaxes; and (6) The Challenge of Cyberterrorism.
