This report describes the accessing system and the computer files and citations known collectively as the Compendium of Performance Measurement Literature (CPML), including abstract preparation and file compilation procedures, citation formats, the user's guide, and the file maintenance guide.
Abstract
To expedite the development of a precise technology of performance measurement for the criminal justice system, the performance measurement community must draw upon the philosophy and technology of the established sciences. It is for this reason that abstracts of articles which treat the measurement problem in the literatures of economics, computer science, operations research, psychology, statistics, and industrial and systems engineering are being assembled in the CPML. At this point, the CPML contains 664 articles from technical journals representing the aforementioned disciplines, with abstracts stored on computer files. A computerized accessing system is also now available to facilitate retrieval of abstracts from the files. The capabilities of the CPML are introduced in this report for persons who will contribute abstracts to the CPML as well as for those who will use it as a research tool in the theory and practice of performance measurement. Information content and reference selection criteria are discussed as well as access through the sorting program and sample keyword access sessions. Other topics considered are file creation and updating, error checking, updating the master data file, and back-up file creation. Appendixes contain the list of journals surveyed, important concepts and definitions, keyword definitions, a sample coded reference, keyword guide, keyword menu, keyword frequency distribution, sample outputs, and sample records. Two references are listed.
