Abstract
THE PROBABILITIES ARE USED IN THE SIMULATION TO ASSIGN CHARACTERISTICS AND PROCESSING TIMES FOR A CALL FOR SERVICE (CFS). A REVIEW OF HOW THESE ASSIGNMENTS ARE MADE IS PRESENTED. THE REPORT ALSO EXPLAINS THE DEVELOPMENT OF THE GEOGRAPHIC COORDINATE DICTIONARY OF THE DISTRICT OF COLUMBIA WHICH PROVIDES LOCATIONAL CROSS-INDEXING WITH CFS AND TIME DATA IN THE SIMULATION.
