THE LEGISLATIVE MANDATE, THE LEADS SUGGESTED BY PAST RESEARCH, THE NEEDS OF LEAA, STATE AND LOCAL CRIMINAL JUSTICE PLANNING AGENCIES, STAFF SUGGESTIONS, AND OUTSIDE EXPERT OPINION ARE THE SOURCES CONSIDERED. DESCRIPTIONS OF CURRENT AND PROPOSED RESEARCH PROJECTS ILLUSTRATE THE DEVELOPMENT OF THE INSTITUTE'S 1974 PROGRAM PLAN. IN OUTLINING FUTURE RESEARCH DIRECTIONS, THE IMPORTANCE OF CONSIDERING THE CITIZEN'S PERSPECTIVE IN CRIMINAL JUSTICE IS EMPHASIZED. (AUTHOR ABSTRACT)
