Abstract
THE BASIS FOR STUDY AND EVALUATION OF THE JACKSONVILLE EXPERIENCE IS FIRST EXPLORED. INCLUDED IN THIS DISCUSSION IS AN EXAMINATION OF KEY QUESTIONS CONCERNING THE CONSOLIDATION, SUCH AS THE PRINCIPAL FORCES PROMPTING THE CONSOLIDATION MOVEMENT, FACTORS WHICH AFFECTED EASE OF TRANSITION, AND IMPACTS ON POLICE SERVICES. PROBLEMS AND CONDITIONS PRECEDING THE 1965 LOCAL GOVERNMENT STUDY COMMISSION, AND THE HISTORY OF THE CAMPAIGN FOR CONSOLIDATION ARE ALSO REVIEWED. THE RECOMMENDATIONS OF THE LOCAL GOVERNMENT STUDY COMMISSION OF DUVAL COUNTY ARE DISCUSSED AS WELL. A BRIEF HISTORY AND THE ORGANIZATION AND MANPOWER OF THE JACKSONVILLE POLICE DEPARTMENT AND THE DUVAL COUNTY SHERIFF'S DEPARTMENT ARE PRESENTED IN THE FOURTH WORKING PAPER.
