This article summarizes the effects and operation of German drug consumption rooms.
Abstract
Drug consumption rooms are facilities that enable users to inject their drugs in an anxiety and stress free atmosphere and under hygienic and low risk conditions. Such rooms were initiated in Switzerland during the 1980’s and have been developed in Dutch and German cities since that time. Designed to initiate contact with typically hidden intravenous drug users in order to offer them counseling, involvement with peer projects, and safer use messages, drug consumption rooms minimize drug harm by providing hygienic settings, needle exchange, food, and medical counseling. Focusing on the goals and effects of drug consumption rooms, the author details the provision of health care, enhancing medical competencies among users, increasing the number of contacts, communication, self-help promotion, and maintaining pubic order as connected to the use of consumption rooms. Evaluating the effects of a drug consumption room in Hannover, the author found that difficulties with public order and control and the use of crack in drug consumption rooms were offset by the positive changes in individuals’ hygienic behaviors and satisfaction with the services provided. Furthermore, the author found that consumption rooms do serve as a bridge to further services for German drug users. Notes, references
