Abstract
THE REPORT RECOMMENDS CONSTRUCTION OF A NEW CORRECTIONS CENTER, TO HOUSE CONVICTED ADULT MISDEMEANANTS, WITH A PORTION OF ITS FACILITIES USED TO HOUSE PERSONS AWAITING TRIAL ON FELONY CHARGES; RENOVATION OF THE COUNTY JAIL TO HOUSE PERSONS WHOSE FELONY TRIALS ARE NEAR; AN IN-TOWN RECEPTION CENTER TO SERVE AS THE HUB OF THE SYSTEM, HOUSING PERSONS JUST ARRESTED, PERSONS IN TRIAL, AND PERSONS AWAITING SENTENCING ON MISDEMEANOR CHARGES, WITH A FEMALE SECTION FOR ALL WOMEN OFFENDERS; A SEPARATE FACILITY TO HOUSE WORK RELEASE PRISONERS; AND A SYSTEM OF ALCOHOLIC DETOXIFICATION CENTERS.
