This report presents an overview of the recent financial performance of the Correctional Service of Canada along with plans and financial requirements for 1991-92, financial analysis by activity, and a profile of program resources.
Abstract
An overview of the Correctional Service of Canada outlines its mission and presents priorities for the future. The top priorities are improved offender reintegration, reduced use of incarceration, and an increased understanding of violent and sex-offender behavior that will translate into enhanced treatment for such behaviors. Eight corporate objectives are outlined for the period April 1, 1990, to March 31, 1993. Details on correctional spending authorities cover 1990-91 and 1991-92 expenditure estimates for each authority. Section I presents a correctional program overview. Plans for 1991-92 address safe reintegration, offender programming, research, communications, accountability, personnel management, and the environment. A summary of financial requirements presents 1991-92 estimates for correctional operations, correctional programs, technical and inmate services, and management and administration. Section I also highlights recent financial performance and discusses the planning perspective, program effectiveness, and program costs and performance. Section III identifies for each activity the expected results and other key performance information that form the basis for the resources requested. Section III provides additional information on costs and resources as well as special analyses that explain the program more fully. A subject index
