This report details the operations of the Hong Kong Correctional Services Department in 1992.
Abstract
Overcrowding in correctional institutions continued during the year, aggravated by an increase in the number of high-risk offenders sentenced to longer terms of imprisonment. The Department's responsibility for more than 75 percent of all Vietnamese immigrants has also strained correctional resources. To address these challenges, strategic plans have been completed to provide additional prison space by converting Vietnamese Migrant detention centers into penal institutions as the immigrant population gradually declines as a result of repatriation programs. Upgrading and expanding existing prisons are also planned. The Department has also reviewed personnel issues and management structures and has begun a review of rehabilitation policies, programs, and services.
