DEVELOPMENT AND OPERATION OF A PILOT COMPUTER SYSTEM FOR MATCHING THE INMATES OF THE CA DEPT OF CORRECTIONS TO JOB OPENINGS IN THE COMMUNITY.
Abstract
VOLUME FIVE OF A SIX-PART SERIES ILLUSTRATES A SPECIFIC APPLICATION WHICH CAN BE DERIVED FROM AN OFFENDER DATA BASE. IT ALSO PROVIDES CORRECTIONAL PERSONNEL WITH AN EXAMPLE OF SYSTEM DEVELOPMENT AND IMPLEMENTATION COSTS, FILE STORAGE REQUIREMENTS, INPUT/OUTPUT VOLUMES, SYSTEM IMPLEMENTATION TASKS AND SCHEDULES, AND METHODOLOGIES OF FOR EVALUATING SYSTEM EFFECTIVENESS. THE CALIFORNIA PROJECT REQUIRED THE USE OF AN EXISTING OPERATIONAL COMPUTER SYSTEM AND DATA COLLECTION PROCEDURES WHICH WOULD NOT OVERBURDEN PLACEMENT PERSONNEL. THE GOAL OF THE PROJECT WAS TO DETERMINE WHETHER COMPUTER-AIDED JOB PLACEMENT ACTIVITIES ARE AS EFFECTIVE AND EFFICIENT AS MANUAL METHODS ARE WHEN COMPARED ON THE BASIS OF COST AND SUCCESS RATE. THE STUDY CONCLUDES THAT THERE IS A REASONABLE EXPECTATION THAT THE COST SAVINGS MADE POSSIBLE BY FASTER AND MORE EFFECTIVE OFFENDER PLACEMENT WILL JUSTIFY EXPENDITURES FOR THE SYSTEM. THE COMPUTER SYSTEM IS DESCRIBED IN DETAIL, AND TECHNICAL DATA IS PROVIDED FOR SOFTWARE APPLICATIONS.
