THIS ARTICLE DISCUSSES THREE ADMINISTRATIVE REFORMS WHICH WOULD IMPROVE JAIL OPERATIONS AND CONDITIONS, AND ARGUES THAT JAIL ADMINISTRATION BY SHERIFF'S DEPARTMENTS HAS FAILED TO PROVIDE THE PROPER CORRECTIONAL EMPHASIS.
Abstract
THE FIRST ALTERNATIVE DISCUSSED IS THE MOST COMMON AND THE MOST IMPORTANT UNDER ANY ADMINISTRATIVE STRUCTURE: ATTEMPTING TO IMPLEMENT A TRULY CORRECTIONAL OR REHABILITATIVE EMPHASIS IN THE JAIL. THE SECOND PROPOSAL IS THE REMOVAL OF THE JAIL FROM THE SHERIFF AND PLACING IT UNDER PROBATION OR A COUNTY DEPARTMENT OF CORRECTIONS. THE FINAL PROPOSAL PRESENTED IS THE COMBINATION OF BOTH JAIL AND PROBATION UNDER A UNIFIED COUNTY DEPARTMENT OF CORRECTIONS OR CORRECTIONS AGENCY. (AUTHOR ABSTRACT MODIFIED)
