THIS TEXTBOOK, TO BE USED IN COURSES FOR JUDGES RECEIVING TRAINING IN COURTS AND COMMUNITY RELATIONS, PRESENTS A COLLECTION OF PAPERS AND EDITORIALS BY JUDICIAL PERSONNEL AND BY LAY PERSONS.
Abstract
THE CONTRIBUTIONS CONSIDER JUDGES' AND COURTS' PUBLIC IMAGES; COURT RELATIONS WITH NEWS MEDIA; AND JUDGES' RELATIONS WITH OTHER JUDGES, ATTORNEYS, COURT PERSONNEL, JURORS, LITIGANTS AND WITNESSES, AND COURT VISITORS. JUDGES' RELATIONS WITH SCHOOLS ARE ALSO DISCUSSED, AND CLASS VISITS TO COURTS AND JUDGES' INVOLVEMENT WITH LAW SCHOOLS, JOURNALISM SCHOOLS, AND JUDGES' ASSOCIATION SCHOOLS ARE HIGHLIGHTED. JUDGES ARE URGED TO BE MORE OPEN WITH REPORTERS, STUDENTS, AND OTHER PERSONS INTERESTED IN THE CRIMINAL JUSTICE SYSTEM. A SECTION DISCUSSES PLANNING AND BUILDING OR REMODELING A COURTHOUSE. BECAUSE THIS IS OFTEN A POLITICAL ISSUE, JUDGES SHOULD INVOLVE THEMSELVES WITH THE COURTROOM'S PHYSICAL MAINTENANCE AND CONSTRUCTION, AS WELL AS WITH SPACE MANAGEMENT AND SECURITY MATTERS. THE NEW YORK STATE COURTHOUSE REORGANIZATION AND RENOVATION PROGRAM'S RECOMMENDATIONS ON CONSTRUCTION AND REMODELING ARE PROVIDED. JUDGES' RELATIONS WITH LOCAL AND STATE LEGISLATORS PARTICULARLY WITH RESPECT TO FINANCIAL MATTERS, AND WITH LAW ENFORCEMENT OFFICERS ARE CONSIDERED. THE FINAL CHAPTERS DISCUSS JUDGES' PUBLIC APPEARANCES AND SPEECHES AND OFFER GUIDELINES FOR ANSWERING CRITICISM. THE PLANNING AND DEVELOPMENT OF PUBLIC INFORMATION AND PUBLIC RELATIONS PROGRAMS ARE OUTLINED. APPENDIXES CONTAIN DESCRIPTION OF A SERVICE FOR JUDGES, AN OUTLINE OF A PROGRAM TO INFLUENCE COMMUNITY OPINIONS ON SENTENCING, AND A BIBLIOGRAPHY. (DAG)
