RESULTS OF AN INVESTIGATION WHICH CHARTED CRIMES OCCURRING IN AREAS OF URBAN HOUSING DECAY OR ABANDONMENT, SHOWING THE PROCESS WHICH LEADS TO BUILDING ABANDONMENT AND THE EFFECT ON CRIME THESE BUILDINGS MAY HAVE.
Abstract
THIS STUDY WAS BROUGHT ABOUT THROUGH THE COOPERATION OF THE NEWARK POLICE AND FIRE DEPARTMENTS AND THE RUTGERS UNIVERSITY CENTER FOR URBAN POLICY RESEARCH. ADDRESSES OF ABANDONED BUILDINGS AND A LISTING OF POLICE INCIDENTS WITH THE LOCATION OF STRUCTURES NEAREST TO THE INCIDENT'S OCCURRENCE WERE OBTAINED. BY COMPARING THE ABANDONED BUILDING ADDRESSES REFLECTIVE OF POLICE ACTIVITY, CRIMES, ASSISTANCE, AND ARRESTS WERE TABULATED FOR NIEGHBORHOODS IN WHICH A PREPONDERANCE OF ABANDONED BUILDINGS WAS LOCATED. IT IS SHOWN THAT NOT ONLY DO ABANDONED BUILDINGS PROVIDE AN ARENA FOR A PARTICULAR CLASS OF CRIME BUT THEY ALSO PROVIDE A REFUGE FOR THOSE WHO HAVE VIOLATED THE LAW. (AUTHOR ABSTRACT MODIFIED)
