Abstract
The text notes that California's crime rate for the year was the lowest in 30 years and that all 6 major index crime categories had dropped for the fourth consecutive year. Violent crimes declined 6.9 percent; property crimes declined 6.5 percent. The total felony arrest rate of 6,290.2 per 100,000 population at risk reached an all-time low in 1997. The juvenile felony arrest rate dropped 23.3 percent from 1992 to 1997, while the juvenile homicide arrest rate dropped 52.8 percent. In contrast, juvenile status offenses increased more than 48.7 percent in the same period. More than 6 of every 10 adult felony arrest dispositions resulted in a conviction. Probation with jail continued to be the most frequent sentence given. The rate of adults under State supervision has increased 24.1 percent since 1992, while the rate of adults under local supervision has decreased by 4 percent.
