This report presents the offender dataset and crime mapping used in Hawaii's implementation of the federally promoted Project Safe Neighborhoods (PSN), which intends to reduce firearm-related crime.
The five elements of the PSN strategy are partnerships among Federal, State, and local agencies; a strategic plan tailored to local circumstances and resources; coordination of specialized training for Federal, State, and local law enforcement officers and prosecutors; community outreach and public awareness programs; and accountability through ongoing program evaluation and reporting of program activities. This report presents a list of 360 PSN cases processed by the U.S. Attorney's Office from the inception of Hawaii's program in 2002 through the end of 2004. It shows the number of PSN cases by county, county and State percentages, and the breakdown by charge. This offenders dataset was used to create sets of maps that feature offender home addresses, the most PSN-relevant criminal charge associated with each case, and the locations of these offenses throughout the State. Maps that feature offender home addresses provide a geographical depiction of the statewide distribution of PSN offenders. This identifies areas with a high concentration of offenders.
