This paper examines the issue of police cooperation in detecting and investigating crimes at sea, with a particular focus on current policies and practices in Europe.
Abstract
The paper begins with an overview of general issues in police cooperation, and then outlines international developments pertaining to maritime policing activity. To illustrate key points, the discussion focuses on two types of maritime crime -- maritime fraud and piracy -- and highlights the activities of two policing agencies -- the International Maritime Bureau (IMB) and the International Maritime Organization (IMO). The main issues raised in the discussion relate to the power and authority of police agencies, their tendency to focus on certain issues, and their systems of accountability. 8 notes and 61 references
