REPORT OF DATA OBTAINED FROM POLICE, PROSECUTORS, DEFENSE ATTORNEYS, AND JUDGES IN A MIDWESTERN COMMUNITY TO ASSESS THE RATIONALE FOR MANAGEMENT DECISIONS WITH PARTICULAR EMPHASIS ON THE USE OF COMMUNITY FACILITIES.
Abstract
RELEVANT COMMUNITY RESIDENTIAL FACILITIES INCLUDING THE JAIL WERE STUDIED TO DETERMINE THEIR ADEQUACY TO PROVIDE BOTH NECESSARY RESTRAINT AND TREATMENT FOR CRIMINAL OFFENDERS. RESPONSES WERE ANALYZED TO DETERMINE THE RELATIONSHIP BETWEEN MANAGEMENT GOALS, EXISTING RESOURCES, OFFENDERS, OFFENSE AND DISPOSITION. DECISION MAKER'S PERCEPTIONS OF EXISTING FACILITIES, OF OFFENDERS' DANGEROUSNESS AND NEED FOR TREATMENT, AND MANAGEMENT GOALS, (FOR EXAMPLE TREATMENT, DETERRENCE, AND PROTECTION) WERE EVALUATED TO DETERMINE THE EXTENT TO WHICH EXISTING DECISION CRITERIA AND RESOURCES CONFORMED TO ONE ANOTHER. THE FINDINGS INDICATE THAT LOCAL RESOURCES INCLUDING THE JAIL APPEARED TO BE ADEQUATE FOR ALL BUT THE MOST SERIOUS OFFENDERS YET MOST RESPONDENTS WERE UNFAMILIAR WITH SERVICES OFFERED AND TENDED TO OVERUSE STATE FACILITIES FOR OFFENDER DIAGNOSIS AND TREATMENT.
