SIGNIFICANT DIFFERENCES EXIST IN SALARY SCALES, HIRING PRACTICES, AND TEACHING ORIENTATIONS FOR CRIMINAL JUSTICE FACULTIES OF TWO YEAR AND FOUR YEAR COLLEGES.
Abstract
QUESTIONNAIRES ON HIRING PRACTICES WERE MAILED TO INSTITUTIONS PARTICIPATING IN THE FEDERAL LAW ENFORCEMENT EDUCATION PROGRAM (LEEP). QUESTIONNAIRE ITEMS COVERED INFORMATION ON INSTITUTIONAL CHARACTERISTICS, RANK AND SALARY STANDARDS AS THEY RELATE TO EMPLOYMENT OF CRIMINAL JUSTICE FACULTY, AND INFORMATION ON ALL FULL-SERVICE CRIMINAL JUSTICE FACULTY HIRED DURING THE ACADEMIC YEAR. THE SURVEY RESULTS INDICATE THAT TWO YEAR INSTITUTIONS HAVE NOT ENCOUNTERED ANY MAJOR PROBLEMS IN SECURING QUALIFIED CRIMINAL JUSTICE FACULTY AND THAT STARTING SALARIES WERE EITHER DETERMINED BY INSTITUTIONAL SALARY SCALES OR BY MARKET FACTORS OTHER THAN THOSE CONSIDERED IN THE SURVEY. DURING THE PERIOD STUDIED, THERE WAS NO SIGNIFICANT EXPANSION OF CRIMINAL JUSTICE FACULTY AMONG TWO YEAR INSTITUTIONS. RESULTS ALSO SHOW THAT ADMINISTRATORS OF TWO YEAR INSTITUTIONS PLACE EMPHASIS ON PRACTICAL FIELD EXPERIENCE. THE RESULTS SHOWED THAT FOUR YEAR COLLEGES AND UNIVERSITIES HAD HIGHER STARTING SALARY LEVELS THAN TWO YEAR COLLEGES AND COMPETITION FOR QUALIFIED CRIMINAL JUSTICE FACULTY OFTEN LED TO MODIFICATION OF EITHER ACADEMIC RANK OR SALARY (OR BOTH). CONSIDERABLE EMPHASIS IN SENIOR INSTITUTIONS WAS PLACED UPON DEGREE HELD WITH LESS EMPHASIS PLACED UPON CRIMINAL JUSTICE FIELD EXPERIENCE. THESE SURVEY RESULTS SUGGEST THAT THE REDUCTION IN HIRING IN 1972-73 IMPLIES THAT WE MAY BE APPROACHING THE PEAK IN THE CRIMINAL JUSTICE FACULTY 'BOON'. THE SURVEY ALSO INDICATES THAT THERE IS A DIFFERENCE IN JOB ORIENTATION AMONG JUNIOR AND SENIOR INSTITUTIONS AND THAT FACULTY EXPANSION HAS BEEN AT THE EXPENSE OF CRIMINAL JUSTICE AGENCIES RATHER THAN OTHER ACADEMIC INSTITUTIONS.
