REPORT ADDRESSES THE ENTIRE NETWORK OF DIRECT SERVICES AVAILABLE FOR DEALING WITH THE PROBLEMS OF CRIME AND THE CRIMINAL.
Abstract
THE CRIMINAL JUSTICE SYSTEM AND THE OBSTACLES IN THE WAY OF SERIOUS REFORM ARE DESCRIBED. THE REPORT THEN DISCUSSES THE BACKGROUND OF THE HISTORIC LEGISLATION OF 1968 AND THE PROGRAMS WHICH THE LEGISLATION SPELLED OUT, INCLUDING A CLARIFICATION OF NATIONAL OBJECTIVES AND THE ROLE PLANNING MUST PLAY IN REFORMING THE PRESENT CRIMINAL JUSTICE SYSTEM. ALSO INCLUDED IS A SUMMARY OF EARLY CRITICISM OF THE LEGISLATION AND ITS IMPLEMENTATION. FINALLY, THE FOCUS OF THE REPORT TURNS TO THE PERFORMANCE OF THE PLANNING PROFESSION TO DATE AND WHAT WILL BE REQUIRED IN THE FUTURE. THE CRIMINAL JUSTICE PLANNER IS FREQUENTLY PLAYING A ROLE NEW TO THE PLANNING PROFESSION. THE NATURE OF THAT ROLE IS EXPLORED.
