Abstract
THE AUTHOR DESCRIBES THE WAYS BY WHICH THE PENAL COURTS HAVE BEEN RELIEVED FROM HANDLING OFFENCES INVOLVING MERE FINE SENTENCES. THESE HAVE INCLUDED DECISIONS ON THE PART OF THE POLICE, THE PROSECUTOR OR THE COURTS, NOT TO PROCEED WITH THE PROSECUTION OR AS HAS ALSO BEEN PROPOSED, SANCTIONS IN THE FORM OF AUTOMATIC PAYMENTS IN THE CASE OF INCORRECT OR LATE TAX DECLARATION. THE AUTHOR QUESTIONS THE SOCIAL CONSEQUENCES OF THE GENERAL TENDENCY TO INCREASE THE USE OF ADMINISTRATIVE SANCTIONS AND DIRECTS ATTENTION TO THE THREAT AGAINST INDIVIDUAL RIGHTS THAT IS BEING INVOLVED. --IN SWEDISH
