DISCUSSION OF SOCIAL POLICY IMPLICATIONS OF AN EXPLANATION OF URBAN CRIMINAL VIOLENCE BASED ON CULTURAL ANALYSIS, PARTICULARLY ONE WHICH CONSIDERS DOMINANT CULTURE, SUBCULTURES, AND CONTRACULTURES.
Abstract
THE PROPOSED ANALYSIS FOCUSES ON THE MOST SERIOUS VIOLENT CRIMES, SUCH AS HOMICIDE, ASSAULT, RAPE AND ROBBERY, AND THE DISPROPORTIONATE INVOLVEMENT OF POOR BLACK MALE OFFENDERS IN THESE ACTS. THE SOCIAL POLICY INDICATED BY THE APPLICATION OF URBAN CULTURAL ANALYSIS AS BEING MOST VIABLE IN REDUCING VIOLENT CRIMES WOULD COMBINE THREE STRATEGIES: ENRICHMENT PROGRAMS AIMED AT ELIMINATING BLACK UNEMPLOYMENT AND UNDEREMPLOYMENT, DISPERSAL OF THE BLACK POPULACE OUT OF THE HIGHLY URBANIZED ENVIRONMENT, AND DESGREGATION (RESIDENTIAL MIXING).
