OPERATION CHANGEOVER WAS AN EXPERIMENTAL PROGRAM TO CHANGE THE RHODE ISLAND TRAINING SCHOOL FOR BOYS FROM A CUSTODIAL TO A TREATMENT-ORIENTED INSTITUTION; THE HISTORY OF THE PROGRAM'S CONCEPTION AND DEMISE IS GIVEN.
Abstract
NUMEROUS PROBLEMS, BOTH POLITICAL AND BEAUROCRATIC, IMPEDED THE DEVELOPMENT OF OPERATION CHANGEOVER. ONCE ESTABLISHED, IT PERFORMED BEAUTIFULLY. IT WAS A BEHAVIOR MODIFICATION AND EDUCATION PROGRAM THAT WAS VERY SUCCESSFUL IN REDUCING THE NUMBER OF RUNAWAYS. POLITICAL FACTORS WERE REPONSIBLE FOR ITS DEMISE, AFTER WHICH THE ESCAPE RATE INCREASED DRAMATICALLY.
