THIS REPORT ALSO PRESENTS A CONCEPTUAL DESIGN FOR THE TECHNICAL PLANNING, DATA MANAGEMENT, IMPLEMENTATION, AND EVALUATION PROCESS NECESSARY TO ESTABLISH THIS IMPACT PROGRAM.
