THIS STUDY PRESENTS THE KING COUNTY (WA) PROSECUTOR'S OFFICE AS THE FOCAL ORGANIZATION IN AN EXCHANGE SYSTEM OF MARKET-LIKE RELATIONSHIPS BETWEEN PROSECUTOR, POLICE, COURTS, DEFENSE ATTORNEYS, AND COMMUNITY INFLUENTIALS.
Abstract
THE AUTHOR MAINTAINS THAT SINCE PRESECUTION OPERATES IN AN ENVIRONMENT OF SCARCE RESOURCES AND SINCE THE DECISIONS HAVE POTENTIAL POLITACLA RAMIFICATIONS, A VARIETY OF OFFICIALS AND A VARIETY OF FACTORS INFLUENCE THE ALLOCATION OF JUSTICE. THE FOLLOWING FACTORS WERE ANALYZED AS TO THEIR AS TO THEIR INFLUENCE ON PROSECUTORIAL BEHAVIOR (DIVERSION, DISCRETION, PROSECUTION): THE QUALITY OF POLICE INVESTIGATIONS AND EVIDENCE, COURT AND CORRECTIONAL SYSTEM CONGESTIONS, ORGANIZATIONAL STRAINS, AND COMMUNITY PRESSURES.
