THE DESIGN, IMPLEMENTATION, AND SUBSEQUENT REFINEMENT OF DELAWARE'S STATE-WIDE ORGANIZED CRIME INTELLIGENCE SYSTEM.
Abstract
EVIDENCE OF ORGANIZED CRIMINAL ACTIVITIES WITHIN DELAWARE, AND THE PRESENCE OF WELL-ESTABLISHED ORGANIZED CRIME SYNDICATES IN THE CONTIGUOUS STATES OF MARYLAND, PENNSYLVANIA, AND NEW JERSEY, PROMPTED ESTABLISHMENT OF THE INTELLIGENCE CENTRAL UNIT IN 1970. THIS REPORT OUTLINES THE UNIT'S GOALS FOR INTELLIGENCE COLLECTION AND DISSEMINATION AND DESCRIBES ITS INTERIM PHASES OF DEVELOPMENT. THESE INCLUDED STAFFING AND TRAINING THE CENTRAL UNIT, INDOCTRINATING LOCAL LAW ENFORCEMENT UNITS IN INTELLIGENCE-GATHERING TECHNIQUES, ESTABLISHING LIAISON WITH ALL RELATED INVESTIGATIVE AGENCIES, AND CREATING THE VEHICLE FOR STORAGE, ANALYSIS AND DISSEMINATION OF INTELLIGENCE INFORMATION-THE ORGANIZED CRIME INFORMATION CENTRAL REPOSITORY. THE APPENDIXES CONTAIN PUBLISHED GUIDANCE ON THE SYSTEM'S OPERATION, THE CENTRAL UNIT'S STANDARD OPERATING PROCEDURES, THOSE SPECIFIC PROCEDURES GOVERNING ELECTRONIC SURVEILLANCE, AND PROPOSED SYSTEM EVALUATION MEASURES.
