Abstract
DELAYS THAT OCCUR DURING THE FOUR PRINCIPAL STAGES OF THE CRIMINAL APPELLATE PROCESS ARE PREPARATION OF THE RECORD, APPOINTMENT OF COUNSEL, PREPARATION OF THE BRIEFS, AND DECISION-MAKING BY THE COURT. THE MAJOR SOURCES OF DELAY DURING EACH STEP ARE IDENTIFIED AND RECOMMENDATIONS FOR ACCELERATING THE PASSAGE OF A CASE THROUGH EACH STAGE OF THE CRIMINAL APPEALS SYSTEM ARE MADE.
