Abstract
THE COMMISSION REVIEWS THE PERSONAL CHARACTERISTICS OF PROBLEM CHILDREN AND EXPLORES THE ETIOLOGY OF DELINQUENCY. DELINQUENCY PREVENTION NECESSITATES THE ELIMINATION OF THOSE CONDITIONS IN THE SOCIAL STRUCTURE WHICH BREED DELINQUENCY, THE DEVELOPMENT OF SERVICES TO STRENGTHEN FAMILY LIFE AND THE ESTABLISHMENT OF PROTECTIVE SERVICES FOR CHILDREN. REHABILITATION SHOULD FOCUS ON COMMUNITY BASED CORRECTIONS, EMPLOYMENT AND TRAINING OPPORTUNITIES, AND RESEARCH AND DEVELOPMENT. THE APPENDED MATERIAL INCLUDES A TABLE INDICATING THE DISTRIBUTION OF DELINQUENCY IN 16 REGIONAL CRIME COUNCILS IN KENTUCKY.
