CONCLUDES THAT THE LEGAL PROCESS, USED AS AN AGENT FOR JUVENILE BEHAVIOR CONTROL, HAS BEEN OVERUSED AND THAT ATTENTION SHOULD BE GIVEN TO GUIDING SOCIALIZING INSTITUTIONS IN INFLUENCING NON-DEVIANCY.
Abstract
SPECIFIC REFORMS ARE SUGGESTED IN JUVENILE COURT PROCEDURE AND PHILOSOPHY, DECRIMINALIZATION OF JUVENILE STATUS OFFENSES, STANDARDIZATION OF PROCESSING FOR NAMED OFFENSES, DIVERSION PROGRAMS, AND REVITALIZATION OF THE PRIMARY SOCIALIZING INSTITUTIONS TO ASSUME TASKS CURRENTLY UNDERTAKEN BY THE JUSTICE SYSTEM. PRINCIPAL QUESTIONS POSED AT THE CONFERENCE CONCERNED THE EFFECTIVENESS OF PRESENT REHABILITATION EFFORTS AND WHAT SHORT AND LONG RUN EFFECTS PROPOSED REFORMS WILL HAVE IN REDUCING DELINQUENT BEHAVIOR. DETAILED COST ANALYSIS OF VARIOUS ALTERNATIVES FOR TREATING OFFENDERS WAS URGED.
