Abstract
A THEORY OF DELINQUENCY WAS SET UP AND TESTED. STEPS WERE DEVELOPED TO OPERATIONALIZE A PROGRAM, DEFINE THE TARGET POPULATION, CONDUCT A PILOT STUDY, DEFINE OBJECTIVES, WRITE A CONTRACT, DERIVE INTERVENTION STRATEGY, AND ESTABLISH A RESEARCH STRATEGY. A LIST OF SUGGESTED REFORMS IN THE JUVENILE JUSTICE SYSTEM IS PRESENTED.
