Abstract
THE INMATES' COUNCIL HAS CONSIDERABLE DISCRETION IN DISCIPLINARY MATTERS, COUNSELING INMATES, MAKING SUGGESTIONS TO THE MANAGEMENT ON BEHALF OF THE INMATES AND ARRANGING THE CULTURAL LIFE OF THE INSTITUTION. COUNCIL MEMBERS ARE ALSO SOMETIMES USED TO SUPPLEMENT STAFF PERSONNEL IN PERFORMING SECURITY FUNCTIONS. THE MANAGEMENT CAN VETO ANY AND ALL DECISIONS MADE OR ACTIONS TAKEN BY THE INMATES' COUNCIL. ANY INMATE CAN BE ELECTED TO THE COUNCIL. MEMBERS ARE ELECTED BY THEIR FELLOW INMATES IN DEMOCRATIC ELECTIONS. THE STATUTES OF THE INMATES' COUNCIL ARE LISTED.
