THE DEVELOPMENT OF AN INFORMATION COLLECTION SYSTEM FOR THE UNITED STATES BOARD OF PAROLE IS DESCRIBED.
Abstract
BUILDING UPON THE UNIFORM PAROLE REPORTS SYSTEMS EXPERIENCE, A PRIMARY AIM OF THIS PROJECT WAS TO COMBINE INFORMATION ITEMS COLLECTED BY VARIOUS FEDERAL AGENCIES ABOUT INMATES AND PAROLEES INTO A DATA BASE SUITABLE FOR COMPUTER FACILITATED ANALYSES OF THE RELATIONSHIPS OF INFORMATION ITEMS TO PAROLING DECISIONS AND TO THE CONSEQUENCES OF THOSE DECISIONS. THE DATA BASE INCLUDES INFORMATION COLLECTED FROM THE RECORDS OF THE BUREAU OF PRISONS, THE UNITED STATES BOARD OF PAROLE, THE ADMINISTRATIVE OFFICE OF THE UNITED STATES COURTS, AND THE FEDERAL BUREAU OF INVESTIGATION. THIS DOCUMENT DESCRIBES THE IMPLEMENTATION OF THIS PROJECT PHASE, INCLUDING THE SOURCES OF INFORMATION, THE INFORMATION ITEMS COLLECTED, THE SELECTION OF THE SAMPLES, THE CODING AND RELIABILITY PROCEDURES, OPERATION DIFFICULTIES ENCOUNTERED, AND A DESCRIPTION OF THE DATA SYSTEM TO BE IMPLEMENTED BY THE PAROLE BOARD. THE APPENDIXES DETAIL THE CODING FORMS USED AND ALTERNATE SOURCES OF FOLLOW-UP DATA. (AUTHOR ABSTRACT)
