This is the executive summary of the report on the training and technical assistance (TTA) provided by the U.S. Justice Department's Office of Justice Programs' (OJP's) Diagnostic Center to the Fayetteville (NC) Police Department (FPD), in response to the FPD's request for help in addressing a crime increase and improving police-community relations.
Abstract
This report contains information on the OJP Diagnostic Center's collective approach in promoting community policing, addressing crime, and building social cohesion in police-community relations. The Diagnostic Center used local data in identifying factors and developing options for implementing a community-engagement strategy. The following four recommendations emerged from the Diagnostic Center's data analysis: 1) Use academic institutions as force multipliers to build trust, increase community outreach, and address internal agency needs; 2) collaborate with faith-based leaders for transparency and community events; 3) improve FPD messaging and outreach to community members through multiple media sources; and 4) identify a pilot neighborhood for the development of a collaborative policing initiative. Strategic improvement and model practices are proposed for implementing these recommendations. A training and technical assistance plan is included in this report.
