CONSUMER FRAUD AGENCIES ARE SAID BY THE AUTHOR TO BE ENGAGED PRIMARILY IN THE MEDIATION OF DISPUTES BETWEEN CONSUMERS AND BUSINESSES, RATHER THAN THE IDENTIFICATION AND PROSECUTION OF FRAUDULENT BUSINESSES.
Abstract
THIS IS SAID TO BE THE RESULT OF A GRADUAL GOAL DISPLACEMENT, SEVERAL REASONS FOR WHICH ARE OFFERED. THE AUTHOR CONCLUDES NOT ONLY THAT DISPUTE MEDIATION IS A VALID AND CONSTRUCTIVE ACTIVITY, BUT THAT DATA AVAILABLE FROM CONSUMER COMPLAINTS MUST BE USED MORE EFFECTIVELY AS THE BASIS FOR INVESTIGATION AND PROSECUTION.
