This handbook provides guidance to legal aspects of diplomatic relations.
Abstract
The process of developing and maintaining relations between nations is described with emphasis placed upon specific procedures and techniques for maintaining such relations. A history of international relations is provided that illustrates the development of different organizations and legal concepts that prescribe behavior between nations. The step by step process of establishing diplomatic relations is included. The functions of diplomatic agents are defined within the boundaries of established immunities and privileges. The process of establishing consular relations are also outlined with its corresponding privileges and immunities. Termination procedures of diplomatic and consular missions are provided. International relations topics are examined with emphasis placed upon diplomatic protection of citizens abroad, passports and visas, asylum and extradition, sovereign immunity, recognition of states and governments, and treaty making. Appendixes provide a bibliography and a listing of agreements, treaties and conventions, and national laws and regulations.
