Abstract
COORDINATION OF GOALS, OBJECTIVES AND WORKING RELATIONS AMONG JUVENILE JUSTICE AGENCIES IS RECOMMENDED. UNIFICATION AND STANDARDIZATION OF JUVENILE DEPARTMENT POLICY ON A REGIONAL BASIS IS SUGGESTED. IT IS HELD THAT THE STATUS OFFENDER SHOULD BE REMOVED FROM THE JUVENILE COURT JURISDICTION, AND THAT A STATE BOARD OF JUVENILE COURT JUDGES BE ESTABLISHED. THE REGIONALIZATION OF DETENTION AND INCREASED SHELTER CARE FACILITIES IS ADVISED. IN ENFORCEMENT, INCREASED USE OF POLICE DISCRETION AND MORE EFFECTIVE REFERRAL SCREENING IS URGED. A YOUTH SERVICES BUREAU IS SUGGESTED TO COORDINATE A PROGRAM OF DELINQUENCY PREVENTION.
