Abstract
The discussion begins with an overview of the factors that must be considered in determining whether or not to test for drugs. The discussion notes the characteristics of companies with drug testing programs. The book then details the legal issues that arise in drug testing in both the public and private employment sectors, followed by a review of both Federal and State drug testing laws. Following the discussion of the legal issues in drug testing, the book turns to the practical issues of drug-testing technology and administration. This involves a review of the various types of tests, the problems with laboratory error, the selection of a laboratory, the maintenance of quality controls, and the evidentiary uses for drug-testing results. Key topics such as confidentiality, specimen collection, and recordkeeping are discussed in depth. The extensive appendixes contain all of the relevant executive orders, Federal statutes, Federal regulations, and State statutes.
