This report considers the importance of education and training in crime prevention and resettlement of offenders.
Abstract
On the basis of a survey, it characterizes the offenders as young, unemployed men residing in urban areas. In addition to their diverse racial and socioeconomic backgrounds, the offenders also possess broad educational characteristics. Objectives are defined for meeting the interrelated requirements of the individual, employers, and society. To meet these objectives, practical recommendations are given for providers of education and training opportunities including local authorities, the Department of Education and Science, the Home Office, and voluntary organizations. Because education and training provide an important opportunity for building stronger communities and thus assist in the prevention of crime, providers are urged to accept responsibility in this area and to commit long-term funding for this purpose. 40 references
