Abstract
MANY ADVANTAGES OF THE TELEVISION MEDIUM ARE PRESENTED IN THIS ARTICLE, BUT THERE ARE MANY FACTORS WHICH INHIBIT ITS USE AS AN ADMINISTRATIVE TOOL FOR LAW ENFORCEMENT CHIEF AMONG THESE ARE THE HIGH COSTS OF EQUIPMENT, MAINTENANCE AND SALARIES, RAPID CHANGE IN EQUIPMENT, AND COMPETITION WITH OTHER WORTHWHILE PROJECTS FOR AVAILABLE BUDGET FUNDS. IN ADDITION, THERE IS THE NORMAL RESISTANCE TO CHANGE WHICH IS DUE TO INERTIA AND LACK OF KNOWLEDGE. SEVERAL PROJECTS HAVE EVALUATED THE CONTINUED USE OF THIS MEDIUM AND ARE IN GENERAL AGREEMENT AS TO ITS VALUE. SOME HAVE RATED IT HIGHLY, WHILE OTHERS HAVE INDICATED IT IS ADEQUATE BUT REQUIRES MORE EFFORT IF IT IS TO REACH ITS GREAT TEACHING POTENTIAL.
