This report describes the 3-month status of major tasks in a demonstration project intended to train police and prosecutors in asset seizure and forfeiture procedures in conjunction with drug law enforcement.
Abstract
The project, conducted by the National Criminal Justice Association under a 10-month grant, will train enforcement officials in Baltimore County, Md., and Alexandria, Va. One principal project activity is to develop a basic training curriculum that will impart the investigative and legal skills required to identify potentially forfeitable assets and institute forfeiture actions. Other major project tasks are to examine the training's impact on the application of forfeiture laws in drug trafficking cases as well as on the outcome of forfeiture actions. This report describes the status of activities related to the major tasks at the completion of the first 3 months of the project. The tasks reviewed include (1) briefing of the project's primary and secondary constituencies, (2) developing and administering the constituency survey, (3) developing the training curriculum, and (4) developing performance criteria and the evaluation mechanism. Appendixes contain the project's 3-month financial report, a revised workplan and timetable, a draft constituency survey, and a draft profile of relevant Maryland and Virginia laws.
