OFF-DUTY EMPLOYMENT, THE ROLE OF THE CHIEF EXECUTIVE IN SETTING STANDARDS FOR OFF-DUTY EMPLOYMENT, AND THE EFFECT OF HAVING SECONDARY JOBS ON THE GOAL OF POLICE PROFESSIONALIZATION ARE DISCUSSED.
Abstract
RESULTS OF A QUESTIONNAIRE SURVEY OF FOUR POLICE DEPARTMENTS IN NORTHEASTERN OHIO INDICATED THAT THE MAJORITY OF THE RESPONDING PATROLMEN (76 PERCENT) FELT THAT THEY COULD NOT RELY ON THEIR POLICE SALARIES ALONE FOR ADEQUATE INCOME. OVER HALF BELIEVED THAT PATROLMEN THEMSELVES SHOULD REGULATE SECONDARY EMPLOYMENT AND 42 PERCENT THAT 20 HOURS OF SECONDARY EMPLOYMENT COULD BE WORKED WITHOUT AFFECTING POLICE EFFICIENCY. POLICE EXECUTIVES INTERVIEWED AGREED THAT WRITTEN RULES AND REGULATIONS FOR SECONDARY EMPLOYMENT WERE A MUST AND THAT FINAL APPROVAL OF A SECOND JOB MUST REST WITH THE CHIEF. INTERNATIONAL ASSOCIATION OF CHIEFS OF POLICE GUIDELINES FOR SECONDARY EMPLOYMENT ARE PRESENTED, AND COOPERATIVE, HORIZONTAL DECISIONMAKING REGARDING OFF-DUTY EMPLOYMENT IS SUGGESTED.
