THIS REPORT TRACES THE DEVELOPMENT OF THE DRAFT CONVENTION OF INTERNATIONAL CRIMES AND DRAFT STATUTE FOR AN INTERNATIONAL CRIMINAL COURT.
Abstract
IT INCLUDES ACCOUNTS OF THE 1971 AND 1972 DRAFTING CONFERENCES HELD AT WINGSPREAD, THE CONFERENCE CENTER OF THE JOHNSON FOUNDATION IN RACINE, WISCONSIN, AND AT THE ROCKEFELLER FOUNDATION CONFERENCE CENTER IN BALLAGIO, ITALY. THESE ACCOUNTS DEPICT A WEALTH OF IDEAS OF PARTICIPANTS FROM 18 COUNTRIES WHICH WENT INTO THE MAKING OF THE DRAFT CONVENTION AND DRAFT STATUTE. ALL PARTICIPANTS TOOK PART IN THEIR INDIVIDUAL CAPACITIES. THE TEXTS OF THE DRAFT CONVENTION AND DRAFT STATUTES, BASED ON THE DELIBERATIONS OF THE CONFERENCES, AND A COMMENTARY WHICH STATES THE BACKGROUND FOR THEIR CONTENTS, FOLLOW IN THIS PUBLICATION.
