This report presents guidelines for the development and implementation of an enhanced evaluation capacity in the Ohio Governor's Office of Criminal Justice Services, the State agency responsible for the administration of Federal criminal justice grant programs and the development of State criminal justice policy.
Abstract
The office needs to improve the quality of the information it collects on criminal justice projects and criminal justice concepts and to ensure that the information is better used to inform the administration of criminal justice programs and the development of criminal justice policies. The evaluation efforts will have four functions: (1) assuring project compliance with Federal and State fiscal and program guidelines, (2) generating information useful to projects, (3) identifying model projects or program elements of proven effectiveness, and (4) providing information for decisionmaking about resources and policies. The concept paper describes the organizational context, the current reports, users of evaluation information, the initial conceptualization of evaluation, the immediate and long-term objectives of evaluation, the evaluation of specific projects, linkages to policy development, and project assessment at the Governor's Office of Criminal Justice Services. Figures
