AN ASSESSMENT OF THE INDIANA D-2 PROGRAM COMPONENT, WHICH WAS DESIGNED TO PREVENT OR REDUCE JUVENILE DELINQUENCY THROUGH INVOLVEMENT OF POLICE AND YOUTH IN RECREATIONAL PROGRAMS.
Abstract
THIS EVALUATION INVOLVED VISITATIONS AND DISCUSSIONS WITH REPRESENTATIVES IN FOUR REGIONAL OFFICES AND WITH THE ELEVEN SUBGRANTEES OPERATING UNDER THE D-2 COMPONENT IN 1975. INTENSIVE ANALYSIS WAS CONDUCTED IN SIX OF THESE COMMUNITIES. THE OVERALL EFFORT INVOLVED 125 INTERVIEWS, A WRITTEN SURVEY OF 800 YOUTHS AND A DETAILED ANALYSIS OF EXISTING DOCUMENTATION. IT WAS FOUND THAT MOST OF THE OBJECTIVES USED BY SUB-GRANTEES WERE UNCLEAR AND DEFICIENT. HOWEVER, THE EVALUATORS WERE ABLE TO IDENTIFY THE FOUR MOST IMPORTANT PROGRAM OBJECTIVES, WHICH WERE: IMPROVEMENT OF YOUTH'S ATTITUDES TOWARD POLICE; PROVISION OF ACTIVITIES TO FILL YOUTH'S IDLE TIME; PROVIDING POLICE AND OTHER ADULTS WITH SKILLS AND TOOLS FOR WORKING WITH YOUTHS; AND PROMOTING THE DEVELOPMENT OF SOCIAL AND CIVIC VALUES OF YOUTHS. THE PERFORMANCE OF THE SUB-GRANTEES WITH RESPECT TO THESE OBJECTIVES WAS THEN ANALYZED. THE PROGRAM DATA DEMONSTRATED THAT THE GRANTEES WERE MAKING PROGRESS TOWARDS THE OBJECTIVES. IT WAS RECOMMENDED, AMONG OTHER THINGS, THAT THE FOUR OBJECTIVES IDENTIFIED BY THE EVALUATORS BE UNIFORMLY ADOPTED, THAT THE PROGRAM BE CONTINUED, AND THAT A PROGRAM TO ESTABLISH A JUVENILE DELINQUENCY REPORTING SYSTEM BE DEVELOPED.
