This report presents the findings of evaluations of two substance abuse treatment programs in Polk County, Florida.
Abstract
One of the programs evaluated is the Substance Abuse Coordination, Community Intervention, and Treatment Program (SACCIT) for adults and juveniles. The number of juveniles served, however, was so small (only 11 of 1,163 clients during the last quarter of 1992) that the evaluation focused on the adult component of the program. The SACCIT program is designed to provide intake, screening, urinalysis, diagnostic services, and counseling for clients who are referred from the courts, pretrial services, probation, and the Department of Health and Rehabilitative Services. Approximately three-fourths of the clients are court-ordered. A number of clients receive antabuse administered twice weekly by a staff nurse. This report provides information on program design/operation, program organization/management, service area coverage accountability, service delivery accountability, program outputs, and issues and recommendations. Although there was unanimous agreement among community informants interviewed for this report that this program had greatly increased the availability of treatment for the target population of clients, no noticeable impact could be detected through changes in arrest trends. The second program evaluated is the Program to Aid Drug Abusers (PAD). PAD is offered to residents at the Lakeland Probation and Restitution Center. It is designed as a modified therapeutic community for male probationers with drug or alcohol problems. The information provided on the program is similar to that for the SACCIT program. Of the 18 clients who successfully completed the program, only one was rearrested after 6 months, and this was for an offense other than drugs. 13 figures
