The use of electronic monitoring (EM) devices in the Colorado Judicial Department is analyzed for its accomplishments.
Abstract
The Department integrated the use of EM devices in the already-successful Intensive Supervision Probation (ISP) Program in January 1988. The criteria required to include offenders in this program included evidence of drug abuse, risk factors supporting increased surveillance and control, whether offenders would otherwise be sentenced to a county jail facility, and indigence. The primary findings of the program evaluation indicate that not only were the appropriate offenders placed in the program, but that the percentage of successful terminations for this high risk population is significant and encouraging. While the use of electronic monitoring devices increased the cost of ISP supervision from $2,218 to $2,938 per offender, it clearly allows a wider range of offenders to be diverted from prison without further jeopardizing public safety. 1 endnote
