Abstract
The volume is divided into two sections. "Legislating Federal Crime and Its Consequences" contains nine articles dealing with: (1) a principled basis for Federal criminal legislation; (2) the commerce clause and federalized crime; (3) assessing the impact on the Federal courts of federalizing crime; (4) the myth of cost-free jurisdictional reallocation; (5) prosecutorial limits on overlapping Federal and State jurisdiction; (6) a model for concurrent Federal jurisdiction; (7) the effect of federalization on the defense function; (8) the rules of everyday life; and (9) the Federal role in dealing with violent street crime. "Federal Influence in State Cases: Sentencing, Prosecution, and Procedure" contains four articles concerning: (1) the Federal role in sentencing law and policy; (2) Federal criminal procedure as a model for the States; (3) privatizing law enforcement; and (4) Federal court supervision of State criminal justice administration.
