THE CRIMINAL INTAKE AND CALENDARING PROCESSES WERE STUDIED FROM ARREST THROUGH THE ENTRY OF A GUILTY PLEA OR TRIAL IN THE COUNTY'S LOWER AND UPPER COURTS.
Abstract
ALTHOUGH MOST STUDIES OF COURT SYSTEMS HAVE BEEN CONFINED TO ONE LEVEL OF JURISDICTION, THIS STUDY WAS DIRECTED TOWARD THE FELONY PROCESS WHICH INVOLVED THE INTERFACE OF A LOWER AND UPPER COURT. DATA WAS COLLECTED BY FOLLOWING A GROUP OF ARRESTEES THROUGH EACH STAGE IN THE JUDICIAL PROCESS. TIME SPACES BETWEEN EACH STAGE WERE NOTED. RECOMMENDATIONS ARE OFFERED FOR IMPROVING FOUR MAJOR DIMENSIONS IN THE COUNTY'S CRIMINAL JUSTICE SYSTEMBAIL, SCREENING, DEFENSE COUNSEL REPRESENTATION, AND THE GRAND JURY'S ROLE.
